Billable users and user management
Users are billable when registered under your Pro, Team, or Company account. It's independent of the user’s role and permission; admin, member, member-restricted, or viewer.
Pending users are billable users
Pending users are users that were invited to your account, but have not yet accepted the invite. A pending user is counted as a billable user. Otherwise, you could end up in a situation where you hit the limit for the number of seats before the person you invited had time to accept the invite.
Inactivated users are not billable users
With Enterprise, you can inactivate and reactivate company users. An inactivated user is not counted as a billable user.
